Package Protection Fund Terms & Conditions

1. Authorized Payment Provider
Parcelra does not hold, store, or manage funds relating to the Package Protection Program directly. All Package Protection funds are held and administered by Parcelra's Authorized Payment Provider, which is the licensed third-party payment service provider designated by Parcelra to process payments, refunds, and compensation under the Platform. As of the Effective Date of this Policy, Parcelra's Authorized Payment Provider is ExpressPay. Parcelra reserves the right to appoint one or more additional or replacement Authorized Payment Providers at any time without prior notice where reasonably necessary for operational, regulatory, commercial, or security purposes.
2. Custody of Package Protection Funds
All monies allocated for the Package Protection Program shall remain under the custody of the Authorized Payment Provider until:
A transaction is successfully completed;
A refund is approved;
A Package Protection claim is approved;
The funds are otherwise disbursed in accordance with these Terms and Applicable Law.
Parcelra does not physically possess or control customer funds or Package Protection compensation monies.
3. Processing of Payments
All payments made through the Parcelra Platform, including but not limited to:
Delivery fees;
Platform service fees;
Package Protection fees;
Refunds;
Traveler payouts;
Approved Package Protection compensation,
shall be processed electronically through the Authorized Payment Provider. Parcelra does not accept or distribute physical cash for transactions conducted through the Platform.
4. Compensation Payments
Where Parcelra approves a Package Protection claim following its investigation, Parcelra will instruct the Authorized Payment Provider to process the approved compensation. Whenever reasonably possible, compensation shall be returned using the same payment method originally used by the Sender, including:
The same payment card;
Mobile money account;
Bank account;
Other supported electronic payment method.
If the original payment method is unavailable, expired, closed, or otherwise incapable of receiving funds, Parcelra may instruct the Authorized Payment Provider to process payment using another legally permissible payment method.
5. No Handling of Customer Funds
Parcelra acts solely as the operator of the technology platform and does not receive, hold, or distribute customer funds or Package Protection compensation. The Authorized Payment Provider is responsible for processing payment transactions in accordance with its regulatory obligations and applicable financial laws.
6. Payment Authorization
By using the Parcelra Platform, users authorize Parcelra to issue payment instructions to the Authorized Payment Provider for the processing of:
Delivery payments;
Traveler earnings;
Refunds;
Package Protection compensation;
Other lawful payments relating to Platform transactions.
7. Processing Times
Approved compensation payments shall be processed within a commercially reasonable period after Parcelra authorizes payment. Actual settlement times may vary depending on:
Banking institutions;
Card networks;
Mobile money operators;
Currency conversion procedures;
Compliance reviews;
Public holidays;
Regulatory requirements;
Other operational factors outside Parcelra's reasonable control.
Parcelra shall not be liable for delays solely attributable to the Authorized Payment Provider or other financial institutions.
8. Security of Funds
Parcelra selects Authorized Payment Providers that are appropriately licensed or authorized to process electronic payments within the jurisdictions in which they operate. The use of an Authorized Payment Provider is intended to enhance the security, transparency, accountability, and integrity of financial transactions conducted through the Platform.
9. Replacement of Payment Provider
Parcelra may replace, add, or remove an Authorized Payment Provider at any time. Any replacement shall not affect:
Existing user rights;
Approved Package Protection claims;
Outstanding refunds;
Pending Traveler payouts,
except where required by Applicable Law or operational necessity. References to the 'Authorized Payment Provider' in these Terms shall automatically apply to any replacement or additional payment provider designated by Parcelra.
10. Final Authority
Parcelra retains sole authority to determine:
Whether a Package Protection claim is approved;
Whether compensation is payable;
The amount of compensation;
The eligible recipient;
When payment instructions are issued.
The Authorized Payment Provider acts solely as the payment processor and does not determine eligibility for Package Protection, investigate claims, resolve disputes, or decide compensation amounts. Its role is limited to securely processing payment transactions in accordance with Parcelra's instructions and Applicable Law.
